It will have made extra sense as mild rail expanded into new stations to have made paying fares necessary, e.g., by requiring fare playing cards to undergo turnstiles as is required at ferry terminals and in most different transit stations all through the U.S.
To “spot-check” fare cheats is minimally efficient, at greatest.
